MONTENEGRO IN THE EU DOCUMENT

Investigations launched into criminal groups that smuggle migrants

Montenegro will be part of an operation by some European Union (EU) member states and European Union security agencies to prevent the smuggling of migrants and the dismantling of organized crime groups that smuggle migrants across the "Balkan route".

This is shown by the internal document of the EU, entitled "Operational Action Plan 2022: Smuggling of Migrants". The General Secretariat of the European Union submitted the document to the delegations of the EU countries for further consideration.

As stated on page 27 of this document, part of the EU states led by Germany, Frontex and Eurjast, Montenegro, Albania, Serbia, Switzerland and the United Kingdom, will conduct an operation to prevent the smuggling of migrants, with a special warning that the way criminal groups illegally transfer migrants to The EU poses a danger to migrants themselves.

"Investigative actions are aimed at OKG (organized criminal groups) that smuggle migrants by secretly transporting and concealing them, primarily related to the Balkan route and within other EU member states. This modus operandi poses a significant threat to the health and lives of smuggled migrants. Irregular migrants are often detained in Central and Western Europe and the Balkans, who are smuggled in these dangerous conditions by organized criminal groups operating from various hubs," reads the document first published by the ‘’EU Observer’’.

As the document points out, in order for the participants in the operation to effectively deal with this phenomenon, there is a need for a focused, dedicated and coordinated approach.
