Covid certificates for public administration postponed

The introduction of the National Digital Certificate in public administration is postponed until the final statement of the Ministry of Justice on the legal basis of a possible such decision, said the Minister of Health Jelena Borovinic-Bojovic. She announced that the certificate will be valid six months after the second dose of the vaccine, i.e. from the disease, which is why citizens are encouraged to receive the third dose.

She announced at the press conference that a meeting will be held at the Ministry of Justice next week to which the ombudsman Sinisa Bjekovic and the representative of Montenegro at the European Court of Human Rights Valentina Pavlicic will be invited.

State Secretary in the Ministry of Justice Boris Maric said that the issue of affirmation of human rights and freedoms is in question, and that inter-ministerial cooperation is needed.

"We are all on the same task, respecting the Constitution is our primary task. That is why we are careful with the introduction of Covid certificates in public administration, although many indicators show that there is a need for that," Maric said.

He said that they could not give a positive opinion for the introduction of more radical measures, such as certificates for public administration.

Minister Borovinic-Bojovic announced that they had asked the Ministry of Public Administration for an anonymous survey in order to know the coverage of those immunized in public administration, and in order to target those who are considering immunization.

"Public administration must be an example," said Borovinic-Bojovic and pointed out that in the department she leads about 85% of employees were vaccinated.
