EC: Professionalism, not a party membership
Public administration reform, as one of the foundations of the enlargement process, remains a priority, building on solid work and achievements in the area, including strong EU financial support, European Commission (EC) spokeswoman Ana Pisonero Hernandez said.
When asked by the TVCG correspondent in Brussels to comment on the announced distribution of positions in management jobs in state-owned companies according to the election results, Pisonero reminded that employment must be based on professionalism and competencies.
“As stated earlier, although the positions of ministers and state secretaries are political appointments, all other appointments must go through a recruitment process applicable to civil servants and must be based on professional, impartial and meritorious criteria, in accordance with the Montenegrin Law on Civil Servants and Employees and European principles of public administration ", Pisonero points out. The EC also recently announced that depoliticized and professional public institutions are of the utmost importance for an efficient, independent and service-oriented public administration, which enjoys public trust.
