Becic: Scandalous decision of the Constitutional Court

The scandalous intention of the Constitutional Court is clearly manifested in its act that for the first time in the history of Montenegrin parliamentarism asks the Parliament of Montenegro to submit a response on the submitted proposal for assessing the constitutionality of the Parliament act, with accompanying documentation, within 15 days, said Parliament Speaker AleksaBecic at the beginning of the first extraordinary session in 2021.

"If we keep in mind that the Constitutional Court previously acted on the proposal of the DPS-SDP-SD-BS representatives to initiate proceedings to assess the constitutionality and legality of the decision on the formation of the Comprehensive Electoral Reform Committee, the intentions of this court become obvious," Becic said.
The President of the Assembly said that it never happened that the Constitutional Court set a period shorter of 30 days for the Assembly.This is especially important if it is known that the Parliament of Montenegro is in an extraordinary session whose sitting cannot be scheduled in less than 15 days.

Urgently set free all institutions of the system. At the beginning of the session, Becic stated that there is a quorum, ie that 41 deputies are present, and opened the session of the first extraordinary session in 2021. He said that certain parts of the institutions of the system in Montenegro "have no boundaries". "Members of the parliamentary minority have submitted a request to the Constitutional Court to review the constitutionality of a number of decisions made at the December session," Becic said. He added that the obligation of the Constitutional Court is to set an objective deadline for the institution that passed the acts that someone is trying to challenge before the Constitutional Court to state its opinion in relation to the allegations stated during the dispute.

He pointed out that there were many such laws in previous years.
"Deadline was never less than 30 days," Becic said.
